Summary
Workforce and Career Development Navigation is a fast-paced and very hands-on department requiring high-levels of nuanced people skills, creativity with solutions focus, and extreme flexibility as well as self-management by those who are comfortable in a wide variety of unconventional situations working with a much-challenged population in scattered sites and in the field throughout the County of Riverside and adjacent areas (San Bernardino County). Employment navigation requires a high level of detailed documentation and file work.
The Project Lead- Workforce and Career Development, will oversee the successful implementation and completion of assigned projects. This role will manage and lead project plans, timelines, and monitor project progress throughout the entire project life cycle. Under the direction of the Manager of Case Management, is responsible for providing participant advocacy, employment navigation and related services for justice impacted individuals, taking an overall active interest in the well-being and success of these participants.
RESPONSIBILITIES:
Project Implementation
Develop project plans, goals, and identify resources needed.
Manage project deliverables in line with agreed-upon timelines.
Monitor, track, and report on project progress and deliverables.
Manage and monitor project budgets.
Collaborate & coordinate internal and external stakeholders to ensure success.
Provide leadership and direction to project participants and supporting staff.
Lead project reviews and make adjustments as needed.
Actively participate in staff meetings and trainings.
Employment Navigation
Complete enrollment & exit documentation, conduct employment assessments, screening interviews, coordinate job leads & job search activities.
Assist with coordinating employment workshops, career fairs and screening participants for employment partner interviews.
Respond to workforce and career development program referrals and participant requests for services within required response time.
Provide navigation services designed to assist participants obtain and maintain permanent employment and other services as needed to assist in reaching employment plan and goals.
Assist participants with completing & submitting applications, resumes, and other pertinent information for employment that are consistent with needs and interests.
Outreach and Relationship Management
Assist with identifying and developing a wide-range of employment supports including skill training, on the job training, employers, community partners, mentors, staffing agencies, etc.
Network and collaborate with other agencies with common goals to serve program participants.
Advocate for program participants to employment partners.
Assist with coordination of volunteers providing direct support to program participants.
Attend coalitions, local community meetings and collaborative employment partner meetings.
Encourage and promote an environment that is strength based to assist participants in meeting their individual employment goals.
Use of personal vehicle to travel to various employment sites throughout Riverside County and transport participants on case-by-case basis.
Spends at least 60 percent of direct service time in the community to engage and support participants, family members, and/or employers.

QUALIFICATIONS:
Associate or Bachelor’s degree in the Social Sciences, mental health or social services, business, personnel management, vocational services or other related field.
At least two years in related experience with reentry/justice impacted/returning citizens, case management services, housing, displaced and mentally ill populations.
Proven experience in leading and managing projects.
Computer skills with proficiency in Microsoft Office, Excel and (preferably) Access.
Commitment to social-economic justice, working knowledge of the criminal justice & prison industry.
Extensive experience working with individuals that are chronically displaced & unemployed, justice involved and/or veterans.
A working knowledge and practice of Motivational Interviewing, Trauma Informed Care, and the cognitive approach to providing social services and development services.
A working knowledge of the “hidden rules” and motivating factors and dynamics of social class and generational poverty in America.
Strong interpersonal skills to engage participants and employers.
Project a professional demeanor.
Demonstrated ability to work independently and as part of a team.
Strong written and verbal communication skills.
Must maintain and execute confidential information.
Highly motivated self-starter and ability to coordinate multiple projects/tasks simultaneously in a high-pressure environment.
Ability to work with diverse communities and exercise mature judgment.
Problem solving and conflict resolution skills.
Required qualifications:
Employment eligibility verification.
Valid CA driver’s license.
Reliable personal (not public) transportation available at all times.
Maintains auto insurance.
Successful completion of background screening.
Physical Requirements:
Workforce and Career Development Navigator are occasionally required to visit participants in non-conventional locations, requiring to work for many hours out of their vehicles making many stops throughout the day, while carrying supplies and needed equipment. This may include…
